Yesterday we launched our new accessible website and are very excited about having it available for the public to use.



The IDEAS' website provides a high quality accessible web portal for people with disability and people with age related disability, their families, carers and other supporters to access and search for information that promotes their independence.



Online versions of resources (databases on services, equipment suppliers & travel options, Infobyte fact sheets and newsletters) maintained by IDEAS can be found on the website as well as our blog, events diary and links to other high quality disability resources.

AOD Counsellor: Triple Care Farm – Mission Australia

An exciting opportunity for a suitably qualified Alcohol and Other Drugs Counsellor to work in a unique, highly recognized program for young people. Triple Care Farm is a residential treatment program for young people with complex needs based in Robertson.



We are currently seeking a skilled, enthusiastic and resourceful full time Alcohol and Other Drugs counsellor to provide a specialist Drug and Alcohol Program for our clients, including psycho-education, group work, individual and family counselling.



The successful candidate will have relevant Tertiary qualifications (degree in psychology, allied health or Alcohol and Other Drugs Field), demonstrated counselling and group work experience, ability to relate to young people, proven written communication skills and demonstrated report writing skills.



They will also possess an ability to develop and implement programs and to develop positive relationships with other professionals and community agencies. Candidates must have excellent interpersonal skills, demonstrated computer literacy, demonstrated understanding of community services and a current NSW drivers license.



The successful applicant will be provided with professional supervision and training. Applicants working to gain registration as a Psychologist (Conditionally Registered Psychologist) and Registered Psychologists are encouraged to apply.

TAFE NSW - Statement of Attainment in Alcohol and Other Drugs and Mental Health Work (Course No. 3393)

The TAFE NSW Statement of Attainment in Alcohol and Other Drugs and Mental Health Work was developed in 2006 to meet the growing needs of community services frontline workers providing care to people with co-existing mental health and drug and alcohol (AOD) problems.



On successful completion of the course participants will gain:

 Knowledge and skills for responding to people with co-existing alcohol and other drugs and mental health problems.

 Nationally recognised units of competence that provide advanced standing in the Diploma and Certificate IV in Alcohol and Other Drugs Work, the Certificate IV in Mental Health Work and other qualifications from the Community Services Training Package qualifications.



This course is being offered to participants free of charge as it is part of a NSW Government project funded by the Alcohol Education & Rehabilitation Foundation (AERF).



Target:

1) Frontline workers who provide a range of services and interventions for people with co-existing AOD and mental health problems

2) People wanting to enter the AOD or mental health professions

Australian Government Department of Families, Community Services and Indigenous Affairs - Mental Health Community Based Program Phase 2 Selection Process Announcement

FaCSIA has announced it will fund 38 new mental health community projects to support families, carers, children and young people (16-24 yrs) affected by mental illness under the Mental Health Community Based Program.



FaCSIA received a strong response to its call for applications. Proposals were of a high standard with a diverse range of innovative service delivery models. This funding round will provide $34 million over three years and deliver services in all states and territories.

One-off capacity building grants program

This program is being implemented by the Mental Health Council of Australia.



The $6 million in funding will enable NGOs working in the mental health field to apply for up to up to $40,000 through a one-off competitive grants round to build capacity in areas such as governance, financial management, IT, business planning and joint service planning, with a maximum of $20,000 to be spent in any one area of organisational enhancement.



The program will provide opportunities for NGOs from around Australia to attend workshops to not only learn about the grants program itself but to benefit from information about best practices that enhance organisational capacity and for community managers to identify the capacity needs of their organisations.

Carers Engagement Project
The Mental Health Council of Australia (MHCA) will work with mental health carers throughout Australia in early 2008 through its Carers Engagement Project. The aim of the project is to:
- hear and record the real life experiences of mental health carers
- encourage carers to identify their current and future information needs
- provide a method of ongoing monitoring of carers' experiences.

SMILES training

The program targets children (8-12 yrs) or young people (13-16 yrs) who have a parent or sibling experiencing a mental health problem (i.e. schizophrenia, bipolar disorder, depression or anxiety). It was developed in 1997 by Erica Pitman as a result of the increasing recognition that children in families affected by mental illness are a population ‘at risk’ for developing their own mental health problems.



Erica is the trainer for the SMILES course that will be held in Parramatta in November.

MHCC Learning & Development Unit Update

The MHCC is a registered training organisation and “Rehabilitation for Recovery” training has been developed in direct response to the unmet training needs of non-government organisations working for mental health across NSW. Courses are aligned with units of competence from the nationally recognised Certificate IV in Mental Health Work (Non-clinical) qualification which has recently been agreed to as a voluntary minimum standard for mental health work in NSW. Other community service organisations will also find our courses helpful for increasing their knowledge & skills in responding to mental health problems. "Working with People with Mental Health Issues" is aligned with CHCMH4C Provide non-clinical services to people with mental health issues & CHCCS9A Provide support services to clients. UnitingCare - Youth Mental Health First Aid

Youth Mental Health First Aid is a two day course that teaches us how to recognise the symptoms of mental health problems in adolescents. It guides adults in how to provide initial support to adolescents and assist them to get appropriate professional help. The course covers the mental health problems that are common in young people including depression, anxiety disorders and substance use disorders, as well as the less common disorders of psychosis, eating disorders and deliberate self-harm behaviour.



A first aid action plan will be applied to assist adults in providing effective support to adolescents living with mental illness.

(1) Scope of Practice - What we do, knowledge and skills, therapeutic repertoire, competence (range and depth), prescribing, what we are educated and trained to do, what people with a mental illness might expect from a mental health nurse, expectations of employers and mental health services, fields of practice (sub-specialties for instance or clinical settings), Nurse Practitioner role in mental health, private practice, primary health care/GP (new Commonwealth/Medicare mental health nurse incentive program)?



(2) Perception/visibility of/to the general public, governments, employers, other professionals of our scope of practice, visibility of mental health nursing and our practice, is mental health nursing in NSW/Australia appropriately recognised and utilised, is there a gap between eduction - practice - our contractual arrangement with employers and society, what do you think about mental health nursing being left off the Commonwealth Better Access initiative - being a fully recognised provider under Medicare, what of the future?



You may have other important questions to put to the panel relevant to this theme.

Recommendations made by the Independent Pricing and Regulatory Tribunal in their 2003 review initiated a NSW Health project to establish the long term future direction of their services. Following on from the release of the NSW Government State Plan on 14 November 2006, NSW Health undertook a process of state-wide consultation to generate the priorities for health services in the State going forward. The consultation process involved a wide range of fora and sessions with clinicians, community members, health service managers, academics, researchers, non government organisation’s (N.G.O.’s), agencies and the general public. The resulting documents; the State Health Plan, Towards 2010 and Future Directions for Health in NSW, Towards 2025 are now available.



The documents provide a framework for the planning, funding and delivery of health services to NSW residents until 2025. Both documents are underpinned by seven strategic directions:

Make prevention everybody’s business
Create better experiences for people using health services
Strengthen primary health and continuing care in the community
Build regional and other partnerships in health
Make smart choices about the costs and benefits of health services
Build a sustainable health workforce
Be ready for new risks and opportunities.


The State Health Plan makes specific reference to the need for the public health system to better serve the needs of people with a disability and for NSW Health to deliver on their components of Stronger Together. The Plan also identifies early intervention, mental health and disability support programmes as priorities for primary health services. In an effort to engage more effectively, the Department has identified the need to support the implementation of the NSW Interagency Action Plan for Better Mental Health, the expansion of the NSW Mental Health Court Liaison Service and the development of a policy framework to strengthen their relationship with the NGO sector.



The NSW health system also identifies equity as a key principle in providing a health service for all. Towards 2025 re-affirms their commitment to the NSW Health and Equity Statement and ‘ensuring fair and just access for everyone to opportunities for health.’

Dear All,



There are some changes happening at The Benevolent Society in the south west Sydney region.



The Benevolent Society has been successful in obtaining FACSIA funding for the Personal Helpers and Mentors Program for Wingecarribee/Macarthur. This program supports persons with severe mental illness in the community. Macarthur Disability Service has been part of the pilot project and will continue to service part of Campbelltown.



I will be setting up and managing this new regional PHaMP service. The following has been put in place to manage the Families NSW services:

Camden Communities4Kids will be managed by Melanie Andrews, who is the manager for Communities4Children Rosemeadow/Ambarvale. There is a good fit between the two programs and Melanie and Margaret O'Dea, project officer for Camden C4Kids have started their working relationship. I will have no further working relationship with Camden C4Kids. Melanie's email is melaniea@bensoc.org.au , mobile number is 0400 402 655, landline 46 333 777. The mail address remains the same.
First Five Years Program Macarthur will have a team leader and Margaret Hudson has been appointed as team leader. Margaret Hudson has worked with the FFYP Macarthur in the Camden area for nearly 4 years. She is familiar with the whole region and has participated in all aspects of the service. I will remain the manager of FFYP Macarthur and will remain the contact person for DoCS and Families NSW departmental staff.

Overview of the conference

This conference, which is open to all organisations and individuals, will capture the important new learning and developments in group work that have occurred over the past ten years. Located in the heart of Sydney, it will explore the opportunities/challenges faced in practicing group work in community welfare/health/counselling services work.



Group work has much to offer as a mainstream activity in human services and has had a strong impact on social science and building community and connection. It is a powerful and empowering form of practice. What can be learnt from current practice developments in group work? How can we best promote group work as an important tool in working in our communities? Join this conference, share your experiences and emerge reenergized.



The conference will:

The Institute of Group Leaders (IGL) is the organiser of this conference. IGL consists of an expert working group of specialists in the field of group leadership. It is a non-profit organisation that aims to increase the knowledge and skills of group leaders in a variety of settings.

Hi everyone

I am pleased to offer you this exciting new opportunity to gain accredited training in Frontline Business Management with flexible delivery options.

I am sure you don't need to be reminded BUT with the new funding reforms the knowledge gained from this course will be invaluable in maintaining and securing new funding.

If you DO NOT have any degree or a Certificate IV in Business Management then this entire course is FREE. If you do have either of the above then you are still welcome to join us but there will be a cost of $225 per module.

Details of the course are attached.

We are proposing that we hold this training over 8 months in 2008 (one module per month, which will mean one day per month to complete this course).
Some of the assessments will happen as part of the days training and I have been assured that the other out of session assessments are not too time consuming.

We are currently looking for people to provide an Expression of Interest for this course. Once we have a group, we would like to meet to discuss the best days and times that will suit all participants.

This course will be provided by Active Working Solutions.

Group Work Program Endorsement Process (posted 6th Nov 2007)

The Institute of Group Leaders (IGL) has launched a national endorsement process for community based group work programs and a website register of those programs. This process enables organisations and individuals who have developed group work programs to obtain national accreditation. The endorsement process is focused on the program’s development rather than the recognition of competency of the facilitator (Specialists in Group Work, 2000).



This process meets the program development requirements for other organisations:

1. Family Relationship Services Australia

2. Alzheimer’s Australia

3. Accreditation Strategic Framework, NSW Department of Corrective Services

4. New South Wales Family Services

5. Interrelate Family Centres, NSW

6. UnitingCare Burnside, NSW

7. Unifam Counselling and Mediation, NSW

8. Centacare Broken Bay, NSW



The program design accreditation identifies the core requirements for psychoeducational group work programs. It provides guidelines and examples of how this is demonstrated. It is deliberate that the core requirements are articulated in broad terms to allow for flexibility and creativity in program design and in presentation of supporting evidence in the accreditation submission.



THE PROGRAM ENDORSEMENT PROCESS WILL ENABLE:

organisations or individuals to recognise their group work program as a ‘quality program’
organisations or individuals to display an ‘IGL Endorsed Program‘ sticker on the program manual. This may be useful to for the marketing of the programs or to promote the sale of manuals to other organisations
other organisations or group facilitators to access the IGL website and obtain information about existing programs that focus on different target groups and issues. They can approach the relevant copyright holder to obtain information about the program or the rights to use their program other organisations or group leaders to access the IGL website and check the endorsement status of group work programs

Australian Government Department of Families, Community Services and Indigenous Affairs - Mental Health Community Based Program Phase 2 Selection Process Announcement

FaCSIA has announced it will fund 38 new mental health community projects to support families, carers, children and young people (16-24 yrs) affected by mental illness under the Mental Health Community Based Program.



FaCSIA received a strong response to its call for applications. Proposals were of a high standard with a diverse range of innovative service delivery models. This funding round will provide $34 million over three years and deliver services in all states and territories.

One-off capacity building grants program

This program is being implemented by the Mental Health Council of Australia.



The $6 million in funding will enable NGOs working in the mental health field to apply for up to up to $40,000 through a one-off competitive grants round to build capacity in areas such as governance, financial management, IT, business planning and joint service planning, with a maximum of $20,000 to be spent in any one area of organisational enhancement[1].



The program will provide opportunities for NGOs from around Australia to attend workshops to not only learn about the grants program itself but to benefit from information about best practices that enhance organisational capacity and for community managers to identify the capacity needs of their organisations.

Federal Election policy platforms at a glance

In the countdown to the Federal Election, MHCC has compiled a list of the policies of the major political parties on Mental Health.

COALITION

The Australian government is working closely with States and Territories to implement mental health reform in a way that ensures integrated and coordinated service delivery in the community for people with mental illness and their families, with a particular focus on the needs of people with severe mental illness.

Further funding of nearly $40 million to Beyond Blue to continue their work in changing community attitudes, supporting early intervention and improving services for people with depression.
The provision of $18 million to help Lifeline (over 5 years) and $4.6 million (over 2.5 years) to Boystown, for Kids Helpline.
A further $62.4 million (over 5 years) for the Expanding Suicide Prevention Program.
The commencement of the Mental Health Services in Rural and Remote areas measure to increase access by individuals in these areas to quality services.
$12.2 million in new funding (over 4 years) for the Program of Assistance for Survivors of Torture and Trauma.
With the overwhelming evidence of the connection between illegal drugs and mental health problems, the Howard Government is committed to a ‘Tough on Drugs’ strategy based on law enforcement, education and rehabilitation.



LABOR PARTY

Put mental health firmly back on the COAG agenda since it has slipped from national focus;.



Work with our State and Territory colleagues on an integrated, national approach to mental health service delivery.
Put in place an evidence-based approach.
Re-orient mental health policy towards prevention and early intervention. Our postnatal depression plan demonstrates our commitment to this approach.
Work to ensure mental health services are well integrated with other primary care and specialist services. One example of this is our GP Super Clinics.
Invest in programs that can ensure resources are used to fill the gaps in existing service delivery, particularly in rural and regional Australia where need is high (such as our $20 million commitment to extend ATAPS).
Develop an open, transparent system of evaluation and accountability of existing mental health services, to ensure our investment is well targeted and that the services which are in place are available to people who need them most.
Federal Labor will continue to strongly invest in mental health. However, while resources are important in mental health, they’re not enough in themselves – national, strategic planning and co-ordination are also vital and are a current missing ingredient.

DEMOCRATS

While the Democrats welcome new funds for mental health, there are many concerns about what has been announced:

The spending will lift mental health’s share of total health spending in Australia but is still only 2/3 of what has been called for (an extra $3 - $6 billion a year by 2012).
There is no coherent framework to the initiatives announced. It appears to be more patchy, ad hoc programs that will be available only to those fortunate enough to be within the purview of the successful grant applicant.
There is no link to the National Mental Health Strategy (NMHS) or commitment to measuring the effectiveness of the NMHS, targets or timelines. Instead there is only talk of the 4 outcomes mentioned in this new action plan.
There is no independent oversight of progress on the NMHS or of progress on any new action plan.
There is no right to access services for people with a mental illness.
There is no commitment to the development of multidisciplinary, community based primary mental health centres, or of specialised services for young people, the aged and those with dual diagnosis.
Services will continue to be fragmented and opportunities lost for developing expertise through teams of mental health workers without structural change to our primary mental health services.
There is no commitment to demographic fairness in access, meaning people living in the country will continue to receive fewer services than their metropolitan counterparts.
And there is a real danger of more of the ‘tough on drugs’ approach which has been shown not to work and risks blaming people with mental illness for their condition.


GREENS

Increase funding to mental health services in collaboration with states and territories, particularly to prevention models, and hospital and community-based support, assessment and suicide prevention services.
Establish properly resourced, strategically located 24 hour community mental health services, staffed by the full range of mental health professionals.
Expand community-based support services and agencies to enable people with chronic mental and/or physical illnesses, and their carers, to live in and participate more fully in their communities


Comorbidity Professional Development Scholarships For Non-Government Workers Involved In Alcohol And Other Drug And Mental Health Service Provision 2007-2008

The Australian Government has allocated $17.9 million over seven years from 2003-04 to 2009-10 for the National Comorbidity Initiative (NCI). The Initiative aims to:

Improve coordination across psychiatric/mental health services and drug and alcohol treatment services
Develop best practice guidelines for service delivery
Increase professional education and training
Improve data systems and collection methods within the mental health (MH) and alcohol and other drugs (AOD) sectors to manage comorbidity more effectively.


The AOD and MH Comorbidity Professional Development Scholarships Program has been developed as part of this initiative and $1.9 million (GST exclusive) has been allocated for the project. The project is being coordinated by the National Centre for Education and Training on Addiction (NCETA), Flinders University, on behalf of the Australian Government Department of Health and Ageing

“Visions” is a broadcast quality, three DVD set, which features thirteen short interviews with global leaders in the consumer/carers/survivor led movement in mental health. The people interviewed have persevered in many different ways in many different countries to improve mental health systems. Their collective goal is to improve the outcomes for those who experience mental illness. “Visions” is an important resource fore consumers and consumer presentations because it promotes consumer-led recovery. Radio 2SER Jailbreak program

Jailbreak is a weekly half hour radio program for prisoners, their families and supporters. It currently broadcasts in and around Sydney on community radio station 2SER 107.3fm on Tuesdays at 6pm. Jailbreak provides information on criminal, prison and health issues as well as connecting prisoners to the community through their views, music and poetry. Jailbreak seeks to raise community awareness about prison as well as provide support and referrals for those affected by prison. The COPMI Quilt

A story has been added to the Capacity Building Stories section of the COPMI website about an arts project involving children of parents with a mental illness, their families and community members. MHCC Learning & Development Unit Update

The MHCC is a registered training organisation and “Rehabilitation for Recovery” training has been developed in direct response to the unmet training needs of non-government organisations working for mental health across NSW. Courses are aligned with units of competence from the nationally recognised Certificate IV in Mental Health Work (Non-clinical) qualification which has recently been agreed to as a voluntary minimum standard for mental health work in NSW. Other community service organisations will also find our courses helpful for increasing their knowledge & skills in responding to mental health problems. UnitingCare - Youth Mental Health First Aid

Youth Mental Health First Aid is a two day course that teaches us how to recognise the symptoms of mental health problems in adolescents. It guides adults in how to provide initial support to adolescents and assist them to get appropriate professional help. The course covers the mental health problems that are common in young people including depression, anxiety disorders and substance use disorders, as well as the less common disorders of psychosis, eating disorders and deliberate self-harm behaviour.



A first aid action plan will be applied to assist adults in providing effective support to adolescents living with mental illness.

NDS Aboriginal Resources and Pathways Project – Consultations

NDS is interested to meet with disability service providers to learn of their experiences working with Aboriginal communities as part of the NDS Aboriginal Resources and Pathways Project.

The project will identify and promote effective ways for disability services to attract and provide services for Aboriginal people with a disability, their families and carers. The project focuses on Sydney Metro, Illawarra, Shoalhaven and the Far South Coast of NSW, which are the Eora, Tharawal and Yuin Aboriginal Nations.

Local networks of disability services and Aboriginal communities will be established to support disability services connect with Aboriginal people with a disability and their families and carers. Their experiences will inform the development of online resources to assist all services connect with Aboriginal communities.



Consultations will commence in your area in February 2008.

Hi! My name is Corinne Woolcocks and I am the Youth Support Worker at Campbelltown Family Support Service.



For those who are new to the sector this will benefit your knowledge! For those who are already familiar with myself and the service think of it as a refresher!



My aim is to familiarize the community with the service I provide and thus open up the gateway for new referrals and potential partnerships!



As the Youth Support Worker my role is to help young people aged 12-17 in the Campbelltown, Camden and Wollondilly areas to gain confidence and get back on track.



I achieve this through:

· One to one case planning and management including goal setting and strengths based work;

· Accessing the young person through convenient home visiting, office visits or a place of their choice;

· Providing information about appropriate services and referrals where necessary;

· Providing practical assistance, for e.g. Court support or transportation to appointments;

· Working in partnership with various service providers including schools, youth services, counseling services, Legal Aid, Victims Advocates, mental health services, employment services etc to meet the needs of the individual;

· Providing Group work opportunities.



The types of issues they may be facing could include just about anything! I’m sure you’ve got the list of common issues in mind right now!



To give you an idea of what it means to the young person to have a youth support worker I will share some interesting labels I have been given. These include ‘special friend’, ‘older friend’, ‘counselor’ or ‘support worker’. J



In my capacity as Youth Support worker I hope to create better opportunity for addressing the needs of our young people and look forward to hearing your views.

Subject: A message from Kristina Keneally, Minister for Disability Services



I write to you regarding the issues raised in an article in the Daily Telegraph yesterday and today regarding incidents in Department of Ageing, Disability and Home Care supported accommodation services.



I share the concern about these incidents and I am angry that anyone would engage in activity that harms or has the potential to harm our clients in supported accommodation.



Like all of us in disability services who have a passion for supporting people with a disability, their families and carers, I am incredibly distressed at reports of inappropriate or harmful actions.



That’s why every incident is treated seriously.



We take immediate action when an allegation is made -- staff are immediately removed from direct client contact while an independent examination is undertaken. Allegations that involve criminal matters are reported to the NSW Police Force and other relevant bodies, such as the Department of Community Services and the Office of the NSW Ombudsman. A risk assessment can result in supervision of the worker by other staff members, placement on alternative non-client contact duties, or suspension with or without pay.



The 51 allegations that were substantiated in the last financial year included breach of Department policy, excessive use of Departmental internet technology, inappropriate use of Department credit cards and incidents of inappropriate treatment of clients.



All of these are concerning, but I am most concerned about those incidents where our clients experienced harm or a potential for harm – whether it be inappropriate physical or verbal contact or inappropriate strategies to handle challenging behaviour.



The Department provides supported accommodation in DADHC-operated services for 2600 clients and employs over 12,000 employees. I know the vast majority of our staff do a wonderful job. The 51 substantiated allegations were all dealt with through the formal disciplinary system, and 7 staff were dismissed or resigned. One matter was referred to the NSW Police and charges were laid; the staff member was subsequently found not guilty.



Last year the Department undertook a review of critical incidents in our accommodation services. The review made several recommendations, many of which I have implemented already and others are being continuously implemented. These include:



An investment of $1 million in training for staff working with clients with challenging behaviours. 756 accommodation and respite staff have received Inclusive Communication and Behaviour Support program training to date. This training will continue to be rolled out to frontline staff;
The establishment of the Office of the Senior Practitioner to oversee the delivery and quality of behaviour intervention services delivered by the Department;
The establishment of Regional Behaviour Intervention Teams in all regions, at a cost of $2m per annum, to respond to the needs of people with challenging behaviours, including those residing in Department accommodation and respite services;
Implemented train-the-trainer in Professional Assault and Response training;
Established and expanded a trial of workplace trainers for staff in accommodation and respite services in two regions, with further roll out planned in 2007/08;
A comprehensive and structured 12 month induction program is currently being formalised with all staff currently attending regional inductions;
Implemented a recording and reporting system to capture staff training and qualification details so that better targeted training and refresher training can be delivered;
Tendered for the provision of agency staff for accommodation services, which will give the Department improved control over the type and qualification of agency staff working in accommodation and respite services;
Implemented and reviewed a Quality and Safety Framework to monitor compliance with departmental policies and the quality of support delivered to clients in department operated accommodation and respite services, twenty-six key performance indicators are monitored on a quarterly basis;
Commenced a review of the Community Living Award as it relates to the management and staffing of group homes, centre based respite and in-home support services operated by the Department;
Implemented and reviewed a Quality and Safety Framework to monitor compliance with departmental policies and the quality of support delivered to clients in DADHC operated accommodation and respite services;
Implemented a new policy for the reporting and management of incidents in Department operated services;
Continued work to enhance the quality of accommodation services provided to children and young people in accordance with the accreditation standards of the Office of the Children’s Guardian for out-of-home care providers, including the development of a policy manual and training for staff of group homes and centre-based respite services supporting children and young people;
Progressively implemented a program to improve the physical amenity of 52 group homes and centre based respite facilities across the State;
Implemented improved Occupational Health and Safety strategies for accommodation and respite services, including the introduction of procedures for the reporting of workplace incidents, training of managers in occupational health and safety awareness and risk management, and a targeted manual handling strategy for high risk sites.
Targeted the filling of vacancies and reliance on casual staff progressively since 2004. In 2004, 104 long term temporary employees were offered permanent employment. From 2004 to May 2006, 738 offers of employment were made for residential support worker positions.
Trialled and implemented new recruitment practices for staff in accommodation and respite services resulting in increases in the number of staff employed to work in these services and reductions in the recruitment timeframe. These new practices have been established to enhance the quality and consistency of candidates and the filling of vacant positions. 284 applicants have been recommended for appointment as a result of this new model since November 2006.
Implemented traineeships for residential support workers and nursing staff on a pilot and time limited basis to improve the quality of staff. A total of 315 traineeships have resulted from this pilot, including 5 apprenticeships for non-direct care staff.


When I was elected to Parliament I spoke in my inaugural speech about my conviction that a healthy society is one where the most vulnerable are supported, included and protected.



That commitment has never wavered throughout my life and is borne out of my real-world experiences working in vulnerable communities and growing up in a family that supported a person with an intellectual disability.



That conviction is as strong as ever today and I commit the Government to continually improve services for people with a disability. We will do this by implementing the actions I’ve outlined above. We will do this by strengthening our service system through Stronger Together, our $1.3 billion dollar plan for disability services. We will do this in partnership with the non-government sector, service providers, peak groups and advocacy organisations, people with a disability and their families and carers.

Our topic for this month's meeting "Reforms to the Family Law Act and how this impacts on families who are separating" has been postponed to our December meeting and we will hold an informal discussion instead for our November meeting this coming Saturday.

At our first meeting for 2008 on 2 February our topic will be "How to tell the children" when a parent has Asperger's Syndrome.

Clinical Psychologist Tony Attwood who is a world expert on Asperger's Syndrome will be presenting for ASPIA again on Friday February 29 and Saturday March 1, 2008. Details will be made available soon.

Welcome to the October e-bulletin of Carers NSW

The past two months have been a busy period for Carers NSW, with Carers Week, which took place from October 14 to 20 a particularly active time for the organisation. This year's Carers Week was particularly busy thanks to the launch of the Australian Unity survey of carers' wellbeing, which painted a disturbing picture of the subjective wellbeing of the nation's carers. Overall, out of any group in Australia, carers were found to have the lowest levels of wellbeing, while the survey revealed one third of carers to be severely depressed. You can read more about these shocking results in this edition.

The survey helped generate a tremendous amount of media coverage, and meant we were able to get the message out about carers to even more people through numerous press, radio and TV interviews. Channel 9's Mornings with Kerri-Anne show was particularly supportive of carers during Carers Week, and featured a segment with two carers, myself and UK actress Miriam Margolyes, followed the next week by a make over for one of our carers which screened on Friday 26 October.

Happily, Miriam Margolyes, who is currently appearing in the play Dickens' Women, has since agreed to become an official 'Friend' of Carers NSW. Miriam's personal experience as a carer and dedication to the carer cause in the UK means she brings a unique international perspective to our organisation. Her contribution will be invaluable in helping advance our goal of ensuring governments and communities recognise, value and support carers.

Carers Week 2007
Anyone, Anytime was the theme for Carers Week 2007 (14 - 20 October) in recognition that becoming a carer is often unexpected and can happen at any stage of life. The launch of Carers Week took place at the National Museum of Australia in Canberra and featured a presentation of the findings of the Australian Unity Carers' Health and Wellbeing Survey. On Sunday 7 October, ahead of Carers Week, ABC TV screened a special edition of its program Compass to highlight the issue of young carers. A transcript of the program can be viewed at the ABC website.

Mental health award

At the official launch of Mental Health Week in Sydney (7-13 October), Erica Pitman, senior education and training officer with the Family and Carer Mental Health Program, and Bronwyn Hyde from the Greater Western Area health Service, were presented with the 2007 Mental Health Matters Partnership Award. The award was in recognition of Erica and Bronwyn's collaboration in delivering the carer education and training programs Foundations, Eight Stage Healing Process, Talk Link and SMILES in the Greater West region. The theme for Mental Health Week this year was Relationships in the Community.


FREE sailing for carer support groups
In recognition of carers' needs for breaks, not for profit organisation Sailors with disABILITIES (SWD) is kindly offering groups of up to 14 carers the chance to join their ocean racing yacht and sail for FREE on selected Fridays from January 2008. The sail usually starts around 6pm. Telephone first to reserve your group's place - participants need warm, waterproof clothing, food and drink (BYO alcohol permitted). SWD is a not for profit organisation that offers people with a disability and carers the opportunity to go sailing. SWD activities are aimed at helping people demonstrate their skills, dedication and commitment to achieving their goals.

National
New Utilities Allowance increase for carers
Mr Howard has announced the Utilities Allowance of $107.20 will increase to $500 a year beginning in March next year, which will apply to carers receiving carer payment and people receiving the disability support pension. Read more.

Carers' election campaign
In the lead up to the 2007 federal election, Carers Australia is running a provocative campaign, "If you don't care, why should we?", which asks the federal government to take into account five key areas where support for carers needs to be improved. At the official launch of the campaign at Parliament House in September 2007, the President of Carers Australia, Ben Chodziesner, hand delivered copies of the election campaign material to leaders and representatives from each of the main political parties contesting this year's election. These parties have now given position statements on the campaign, which can be viewed at the campaign website www.ifyoudontcare.com.au .

International
UK Prime Minister announces the Standing Commission on Carers
Gordon Brown, UK Prime Minister, after being approached by carers and their advocates, has announced the setting up of a permanent committee to advise the House on matters concerning carers. One of the key areas that the commission will look at is the financial support available to carers. The Prime Minister believes, "The benefit system currently does not support carers to work and condemns many to poverty. We need a radical overhaul of the benefits system and the ways in which we support carers to remain in work." For more information go to the Carers UK website.

Canada home care funds
A re-elected Liberal government would boost home care funding for seniors by 33 per cent over three years the Canadian Health Minister said recently. The election is still some way off. Read more here.

Working with carers training materials
Carers NSW recently compiled training materials to help support carers, non-government service providers and the NSW Department of Ageing, Disability and Home Care (DADHC). The training can be used as orientation material for new staff or as part of a development program for all staff. The DVD features the stories of four carers, followed by information about carers in society and how they can be supported. Carers UK has released a series of four reports examining the transitions experienced by carers in their caring journey. Report No. 2 is about how community services are used by carers while managing paid employment. View the report by visiting the Carers UK website.

Carers' leave
Carers' leave enables paid employees to take time off to care for a family member. Immediate family members are defined as a spouse or former spouse (including de facto), child, parent, grandparent, grandchild, brother or sister. To learn more about this entitlement, visit the Working Carers Support Gateway.

Carers in the health system
Aged care initiative
Residents of aged care facilities have received improved quality of care as a result of the Aged Care GP Panels Initiative which has operated since 2004. In the 2007-2008 Federal Budget the initiative was expanded to include allied health service providers. Visit the Department of Health and Ageing website for details.

Aged care complaints
The Aged Care Complaints Investigation Scheme is available to those who wish to provide information or make a complaint about an Australian Government subsidised aged care service that may need to be investigated. FamilyCare workshops
The FamilyCare program is an initiative of The Spastic Centre, The Sunnyfield Association, Wesley Mission and Terry Ryan, parent and author of What about me ... A guide for caring. The program runs a series of workshops to encourage parents and siblings to objectively assess their circumstances to identify short and long-term caring strategies. The workshops remind carers that they are more effective if they understand the overall needs of a family providing lifelong care. The sessions include: who really cares, making changes, getting through the day, supported living, planning for tomorrow, taking care, brothers and sisters, inclusion, vulnerability, learning to cope and peace of mind. Carers and dementia decision-making
A recent report examines the decisions confronting carers of people living with dementia. Twenty carers are interviewed to discover the transition points in the decision-making process during their relatives journey with dementia. Support for carers of children with a disability - Punchbowl
Carers of children with a disability in Punchbowl can now meet others in similar circumstances while their children play together under supervision. The 'MyTime' initiative, run by the Tresillian Family Care Centre and coordinated by the Parenting Research Centre, is open to carers receiving Carers' Allowance with a child under school age. New book by TBI carers
The Courage to Care, by Cheryl Koenig, includes stories and experiences of carers of people with a traumatic brain injury (TBI). The book highlights the challenge of caring as a result of its enduring and persistent nature of caring, and provides glimpses into the rewards caring can bring to the person and carer. New young carer high school resource for teachers
On 27th September Carers Australia launched a new high school resource. It provides information for teachers on how to identify and provide support for young carers. High schools around NSW should have received a copy by October.

Australians Talk Mental Illness 2007
A national survey conducted by the Mental Illness Fellowship of Australia (MIFA) gives a snapshot of the experiences and feelings of 2,268 people surveyed ahead of the Federal Election 2007. Results show that a majority of repondents believe that governmental handling of mental health issues will afffect their vote. Go to the MIFA website for details.

Insurance discrimination
The Mental Health Council of Australia and beyondblue want to find out about the experiences of mental health consumers in trying to obtain all types of insurance. Attempts will be made to engage with the insurance industry to increase understanding of mental illness and reduce the level of discrimination that people with a mental illness face when applying for insurance. The Department of Health and Ageing has launched a new website that gives comprehensive information about mental health, wellbeing, mental health programs and information on the Australian Government's role and contributions to mental health reform activities in Australia. View the site here.

New carers' research by SANE
New research by SANE Australia, a national charity working for a better life for people affected by mental illness, has indicated 56% of carers caring for someone with a mental illness find their physical and mental health suffer as a result of their caring role. Respondents said they were frustrated and angry with some mental health professionals who did not consult them about taking on the caring role, did not give carers any training or support and disregarded and excluded them from treatment planning. The majority expressed deep frustration at the lack of support and information from some mental health professionals, especially where confidentiality was cited as a reason for excluding them. 70% of carers reported having received no relevant training or education, and due to lack of availability more than half have not accessed support services of any kind. New comorbidity planning package
The Australian Government has developed a new resource to ensure people with both a mental health problem and a drug and alcohol problem, and their carers, are involved in the treatment process. The Consumer and Carer Involvement in Comorbidity Treatment Planning Package comes in CD-ROM format, and includes separate `Planning Together Information Kits' for consumers and carers. The Safe Families Kit is an educational resource that is designed to promote awareness about domestic violence, sexual assault, and the law amongst culturally and linguistically diverse (CALD) communities in NSW.



Who could use the kit? Generalist community workers, neighbourhood centres, CALD community, educators and welfare groups and generally those workers who come into contact/ run groups with the CALD community.

A lot of agencies across the Macarthur and Wingecarribee areas are doing a wonderful job in providing local workers and volunteers with great training opportunities.

I would like to suggest that these agencies meet periodically to discuss local training needs and how we can best work together to share resources, ideas, facilities, etc, and how we might be able to attract greater funding and resources to the area.



An initial meeting at 3pm on Thursday, 29 November, at Macarthur Community Forum, 351 Welling Drive, Mount Annan will discuss plans for 2008.

I would like to extend an invitation to all agencies offering training in any capacity to come and be a part of the discussions.

Federal Labor guarantees disability funding

A Rudd Labor Government will guarantee services for people with disabilities and their carers - and provide certainty.

A Rudd Labor Government would ensure $962 million allocated by the Coalition for accommodation, respite and in home support is brought back into the Commonwealth State Territory Disability Agreement (CSTDA) and available to the States and Territories on a dollar for dollar matching basis. This approach would result in an injection of $1.9 billion in funding for people with a disability.

Federal Labor would honour the outcomes of the recent funding round for respite services.

In addition, Federal Labor will fast track the renegotiation of the CSTDA. The CSTDA funds core disability services such as accommodation, in home support, respite, day programs, therapy and early intervention.

The Commonwealth and States have been in discussions for 12 months with no sign of an agreement being reached. The current agreement expired in June and has been extended to 31 December 2007.

Negotiations broke down after the Coalition withdrew any offer of growth funding to allow disability services to meet rapidly growing demand.

The Howard Government has further undermined the chances of achieving funding certainty for disability services by tendering for accommodation and respite services outside the current system.

This decision raises the real prospect that a re-elected Howard Government will refuse to continue funding the CSTDA - a move that would force State and Territory Governments to close critical services for people with disabilities.

A Rudd Labor Government would also make system reform the priority of the next CSTDA.

Federal Labor will work with State and Territory Governments to implement changes with clear timelines and in partnership with people with disabilities and their carers. Federal Labor's reform plan will include:

· Better measurement of current and future need for disability services

· Moving toward national population benchmarks for key disability service types;

· Making older carers a priority for all disability services under the CSTDA;

· Quality improvement systems based on the Disability Service Standards for all CSTDA funded services

· Improved service planning and strategies to simplify access to services

· Focusing on early intervention, life long planning and increasing the independence and social participation of people with disabilities

Federal Labor will support the growth of business services. Labor will allow people with disabilities moving from business services to open employment to maintain their position in a business service for up to two years. People with disabilities will no longer have to resign their employment in a business service before applying for open employment.

Federal Labor does not support the current competitive tendering processes for the National Disability Advocacy Program based on the Coalition's narrow criteria. Labor is committed to addressing gaps in service delivery through collaboration with advocacy providers.

Comorbidity Professional Development Scholarships For Non-Government Workers Involved In Alcohol And Other Drug And Mental Health Service Provision 2007-2008

The Australian Government has allocated $17.9 million over seven years from 2003-04 to 2009-10 for the National Comorbidity Initiative (NCI). The Initiative aims to:

Improve coordination across psychiatric/mental health services and drug and alcohol treatment services
Develop best practice guidelines for service delivery
Increase professional education and training
Improve data systems and collection methods within the mental health (MH) and alcohol and other drugs (AOD) sectors to manage comorbidity more effectively.


The AOD and MH Comorbidity Professional Development Scholarships Program has been developed as part of this initiative and $1.9 million (GST exclusive) has been allocated for the project. Working With Or Know Men Having Made A Past Suicide Attempt ?

Please Consider Referring Them To This Study

‘Resolution and Recovery: Men’s sociality and survival after suicide attempts and major mental disorder’ is an in-depth mixed method study on men having made a ‘medically serious’ suicide attempt and who are likely to have been suffering a mental disorder and/or psychosocial difficulties at the time. They will be interviewed 3 months or longer after the suicide attempt. The study is being conducted by an experienced career mental health professional (clinician, community worker and researcher) for a PhD. Men referred via community networks, NGOs and general community is the focus rather than those attending a hospital or mental health clinic.



While ‘treatment engagement’ and help seeking has been well examined already, getting help remains problematic for subgroups of people with mental health concerns, especially men making suicide attempts. Protective factors are also under-examined in men. This study aims to better understand community engagement issues, survival and recovery experiences. It also examines living conditions, survivor use of alternate forms of support and their transition away from suicidal vulnerability through their own recovery efforts to engage in life in general in the community. The findings will inform engagement and rehabilitative effort in high-risk groups.



A safety protocol applies. A partner, carer, friend or care worker may attend interviews at the interviewee’s invitation. A screen for psychological distress and suicide risk is included. A business card will be personalised to provide an agreed pathway back to clinical assessment (and/or supportive self help groups) as required.

A short walk will go a long way

We would like to invite you to take part in the 2007 Walk for AIDS – an important community event that raises money to support men, women and children living with HIV/AIDS.



Now in its third year, the Walk for AIDS is jointly organised by the three leading HIV/AIDS organisations in NSW: the AIDS Council of NSW (ACON), Bobby Goldsmith Foundation (BGF) and People Living with HIV/AIDS NSW (PLWHA).



The Walk will take place on Sunday 25 November 2007 in the beautiful surroundings of the Royal Botanic Gardens. You can walk the two kilometres at your own pace anytime between 11am and 1pm and sunscreen and refreshments will be provided. We encourage you to put together a team and walk with family, friends or workmates – you can even bring your dog!



At the end of the walk, enjoy a delicious sausage sizzle and socialise with other walkers and their friends. Newsreaders Geoff Field (2DayFM) and Anton Enus (SBS TV) will be participating in the Walk and we’re expecting more celebrity confirmations in the next few weeks.



The Walk for AIDS is the launch event for AIDS Awareness Week. It will be a fun day and a great way to show your support during the lead-up to World AIDS Day on December 1.

MH-CoPES Stage 2 Project Update#4 October 2007

Hello and welcome to the fourth update for the Mental Health Consumer Perceptions and Experiences of Services (MH&#8209;CoPES) Stage 2 Project.



In this update you will hear about the successes of the trials undertaken in Orange and Ryde and the findings regarding the MH-CoPES Questionnaire.



The MH-CoPES Trial in Orange and Ryde – a huge success!

The month long trial of the first Step of the MH-CoPES Framework, Data Collection in Ryde and Orange was a resounding success.



145 people provided feedback about the Inpatient services during the trial - this is over 45% of the population using services, and a response rate of over 64%. From the Community Services, 133 people provided feedback, representing over 16% of the population using services involved in the trial, and a response rate of over 28%. These results are outstanding, and are largely due to the work of the Consumer Project Workers and Advocates who distributed the Questionnaires and assisted consumers who needed it to complete them. Many many thanks to you for your hard work. It was a joy to work with you all.



Reports based on consumers’ feedback about services through the MH-CoPES Questionnaire have been provided to the services involved in the trial. Posters have also been developed to advise consumers of the findings.



Services in the trial working towards Action and Change.

Services in Ryde and Orange involved in the trial are now developing plans in collaboration with consumers for Action and Change to improve services based on the outcomes of the MH-CoPES trial. This is an exciting time as we see the impact of MH-CoPES in service improvement.



The results from the trial – The MH-CoPES Questionnaire.

I won’t bore everyone here with statistics, but from the trial, we found the following:

· The MH-CoPES Questionnaires are internally reliable, that is they are consistently measuring the same thing within the Questionnaire.

· Concurrent validity shows that the Questionnaires ARE measuring consumers views of mental health services.



Further investigation of the Questionnaire’s reliability and validity are continuing, but at this stage, it is looking like the Questionnaire is a reliable and valid way to hear from consumers about their perceptions and experiences of mental health services.



Some small changes will be made to the Questionnaire to simplify it. These will be trialled early next year in Orange and Ryde before being released throughout the state.

MHCC Mental Health First Aid course

The Program covers the following:

· Introduction to common mental illnesses: depression, anxiety disorders, psychotic disorders (schizophrenia and bipolar disorder) and substance abuse disorders;

· Crisis first aid skills for suicidal behaviour, acute stress reaction, panic attacks, acute psychotic episode, drug overdose;

MHCC Learning & Development Unit Update

The MHCC is a registered training organisation and “Rehabilitation for Recovery” training has been developed in direct response to the unmet training needs of non-government organisations working for mental health across NSW. Courses are aligned with units of competence from the nationally recognised Certificate IV in Mental Health Work (Non-clinical) qualification which has recently been agreed to as a voluntary minimum standard for mental health work in NSW. Other community service organisations will also find our courses helpful for increasing their knowledge & skills in responding to mental health problems. "Working with People with Mental Health Issues" is aligned with CHCMH4C Provide non-clinical services to people with mental health issues & CHCCS9A Provide support services to clients. Content includes: engaging clients; assessing needs; principle & practices in work with clients; setting goals; developing an action plan; implementing action plans; reviewing work with clients; care coordination & liaison; making referrals; behavioural risk; working safely; working with diversity; putting it all together.

Course fees are $100 per person per day.

Inner City Mental Health – The Ultimate Challenge Conference

Inner city populations are characterised by high levels of drug use, criminality, homelessness and mental illness. There are high demands on psychiatric, alcohol and drug and emergency services that place pressures on hospital and community services alike. This conference will present information gathered from the St Vincent’s inner city catchment and similar catchments elsewhere in the world that illustrates the extent and nature of the challenges consumers and services face in the inner city and our responses to these challenges.

UnitingCare - Youth Mental Health First Aid

Youth Mental Health First Aid is a two day course that teaches us how to recognise the symptoms of mental health problems in adolescents. It guides adults in how to provide initial support to adolescents and assist them to get appropriate professional help. The course covers the mental health problems that are common in young people including depression, anxiety disorders and substance use disorders, as well as the less common disorders of psychosis, eating disorders and deliberate self-harm behaviour.



A first aid action plan will be applied to assist adults in providing effective support to adolescents living with mental illness.

Working positively with aggression

A 1 day course looks at how to work positively with aggression in any longer term treatment setting. It is suitable for all staff including clinicians, support workers and managers working in psychiatry, developmental disability, brain injury and forensic services.

NDS NSW 2008 Conference – Invitation to Supporters



NDS NSW invites supporters to participate in the NSW 2008 Annual State Conference. Each February, our key industry development event inspires the non-government disability services sector with presentations to inform their work in the year ahead.

The conference will be held at The Menzies Hotel, Sydney on 18 – 19 February 2008. Delegates will include senior executives, managers and direct workers from NSW disability service organisations. In addition, there will be senior representatives from Australian, State and Local Government.

USAAA Voices are Heard and Action is Being Taken

SALT LAKE CITY, UT –I am pleased to announce that the American Academy of Pediatrics is listening to our concerns regarding early diagnosis of autism spectrum disorders. The American Academy of Pediatrics (AAP) is now recommending that pediatricians screen all children for autism twice by age 2. Through our constant efforts at USAAA in educating pediatricians and the Academy about the autism epidemic, our voices are finally being heard and action is being taken.


In 1995, our son, at age 3, was diagnosed with PDD-NOS (which we later discovered was a form of autism). Completely unaware what these six letters meant, I attempted to research the definition, but a slow Internet and lack of information did not provide the answer to my query. My wife and I were furious that it took three years to get a diagnosis, then to find out that there was inadequate information regarding autism, and the diagnostician didn't provide any further information that could help us.

The origins of USAAA began at this time twelve years ago.

Knowing the struggle my family had in obtaining an early diagnosis, my first goal for USAAA was to address the significant delay in diagnosis occurring nationwide. I first brought this issue to the attention of the AAP in 2000 while working on my doctoral dissertation. The supposition of the study was that thousands of children went undiagnosed each year during the late 1980's through the 1990's. This seemed to arise from an unrecognizable form of the disorder beginning at an early age from 0-3 years.

AAP cited my research study in PROS, a pediatric research publication, in the Spring of 2001, which was distributed to the AAP members. To further confirm our concern about delayed diagnosis, I asked the AAP researchers and pediatricians to help us continue our diagnosis program research project. The American Academy of Pediatrics followed by issuing the first guidelines about autism in 2001.1

What did I find in this first-ever study on early diagnosis? This study discovered that a proper diagnosis of autism at initial presentation (i.e., first time visit to the doctor) was rarely made, resulting in a significant delay in diagnosis:

Less than three percent of pediatricians made a correct diagnosis of autism.
Approximately half of the children were diagnosed after age three.
No child was diagnosed within the first year of life.
Fifty-eight percent of the pediatricians did not notice any delays in development of the children who were later diagnosed with autism.
When asked what criteria they used for assessment in noticing developmental delays, forty percent did not know.
These findings certainly support the decision of the academy to encourage early detection and treatment of spectrum disorders. Hopefully, with new information and tools available from AAP for pediatricians, autism will be able to be identified early on, so parents and caregivers can start an intervention program immediately.

Luckily for our son, my wife and I started biomedical and behavioral interventions long before any diagnosis in 1993, one year after he was born. Biomedical interventions did not exist as they do today, and behavioral therapies have grown exponentially in programs and quality over the years, too.

We are finally being heard. Our organization is made up of parents, individuals with autism, family members, caregivers, physicians, researchers, educators, therapists, social workers, nurses, as well as companies dedicated to providing therapies and interventions for individuals with autism spectrum disorders.

Without all of you, our voice cannot be heard. YOU ARE MAKING A DIFFERENCE in the lives of your children and all the children around the world that are affected with ASD.
